The lower house of parliament approved the first reading of amendments to 14 articles of the Penal Code, to increase criminal liability for crimes against life, health and sexual integrity of minors. The changes referred to such items as «Murder», «The deliberate infliction of grievous bodily harm», «Rape», «Depraved acts».

The MPs suggest that over the past three years, Russia has sharply increased the number of crimes against children. For example, in 2008, according to MPs, victims of such crimes were 126 thousand young Russians. These statistics led the legislators to the idea of tightening the responsibility for such crimes.

First of all we are talking about increasing the sentences of criminals. The maximum term of service of sentence increased from 15 to 20 years. In addition, the criminals will not be able to get parole or commutation of sentence, if not spent three-quarters time.


Changes to the Criminal Code distinguishes between the degree of punishment depending on the child's age (less than a year - the more severe punishment). The bill includes an increase of sentence if the victim died due to violence. It does not take into account the age of the child.

The amendments impose more stringent regulation of child-rearing. For the «improper upbringing» (which accompanies the child abuse), the minor or his parents, teachers increases the penalty - from 40 thousand rbl. up to 100 thousand rubles.
