The Constitutional Court will be retired from the former USSR.


The Constitutional Court has begun checking the constitutionality of the law "On the retirement pension to persons substitute public office of Nizhny Novgorod region".

This provision requires to take into account the seniority of civil servants in the government until 31 December 1991 only in the territory of the RSFSR, and work in similar positions in other republics of the USSR in the period is not included.

The complainant, Nizhny Novgorod retired, for 23 years held various positions in public administration and management of the Turkmen Soviet Socialist Republic, but the pension he was not appointed.

In his view, the contested rule is discriminatory, because of all the subjects of the Russian Federation only in Nizhny Novgorod in the appointment of retirement pension does not take into account experience in other republics of the USSR.
